The topic of our next Tuesdays with IJAN will be the current effort to amend the 13th Amendment to the Constitution.  It currently reads as follows:

Section 1. Neither slavery nor involuntary servitude, except as a punishment for crime whereof the party shall have been duly convicted, shall exist within the United States, or any place subject to their jurisdiction.

Section 2. Congress shall have power to enforce this article by appropriate legislation.[1]

The key phrase to look at is “except as punishment for a crime.”  This enables jurisdictions to treat imprisoned people as the virtual property of the state, rather than as independent human beings.  Currently many people feel that this enables much of the abuse that goes on in prisons.  Our speaker will be Zach Palmer, from the Coalition to Abolish Prison Slavery.
